Full Description:
Haldimand to Clinton. Quebec. Discusses the lack of provisions, the want of which meant that Oswego could not be taken and prevented the troops from being assembled. Encloses copy of Major Butler's letter to the commanding officer at Niagara, showing how critical the situation of affairs is in the upper part of the country. The artillery are there, and the fortifications have been worked on so there is belief that the enemy will find them much stronger. Propose to send an expedition in August up Lake Champlain, desires a reinforcement of 2,000 men to the province, and would be glad of assistance with regard to the exchange of Governor Hamilton.
