Full Description:
Phillips to Milligan. Colonel Carter's House. A long letter in answer to his demand for £85,578 4s 8d for provisions issued to the Troops of the Convention from March to August 1778. Will not take upon himself to judge of the spirit or letter of the article of the Convention of Saratoga which marks that the troops are to be supplied on their march and during their being in quarters, at the same rate of rations as the troops of his own army. Nor how the suspension of that treaty at large by the American Congress may have changed that article. Neither will he presume to give an opinion on the resolution of the Congress which directed Major-General Heath to receive no payments from these troops but in specie. Remarks on enclosed papers and maintains that he has neither money nor authority to pay such a sum.
