Full Description:
Phillips to Milligan. Colonel Carter's House. In answer to his letter of the 27 [July], reiterates that he has not gone into arguments on the subject. Will forward the present accounts to Clinton in any manner preferred. Repeats that he has neither money nor authority to answer his demand. As to what you mention of the measures which the American Congress means to adopt upon this subject I can give no answer as it relates to the matter at large. If what you write, be pointed at me and the troops of the Convention, you may be assured that we are prepared to meet the event with patience and if required with fortitude.
