Full Description:
Clinton to Germain. Announces the departures of troops to South Carolina with more to follow soon. Plans have been delayed however because of warnings received from Governor Dalling of Jamaica that he was concerned about the island's safety. Forces under the command of Lord Cornwallis sailed on the 24 [September]. Cornwallis has a free hand to remedy the situation. Unfortunately, this can only be achieved by the withdrawal of troops from Rhode Island.
