Full Description:
[Clinton] to Phillips. New York. Regarding conversing with gentleman from amongst the American prisoners on the subject of an exchange of prisoners. Gives approbation of proceedings. Believes that with steady attention to their purpose, Phillips has set aside any subject of litigation which might obstruct the desireable relief from captivity which in in view. Approval and consent to ground work of a cartel proposed.
