Washington to Colonel Mathews, Colonel Ely and Lieutenant Colonel Ramsey. Headquaters, Morris Town. Due to the letter they brought to him from Congress, he finds he is able to negotiate and settle a cartel for an exchange of prisoners. In consequence, he will be ready to appoint Commissioners to meet others from the British Commander-in-Chief at any time and place which may be thought convenient for the adjustment of so inportant and desireable a work.
