Germain to Clinton. Whitehall. Discusses restoring New York to the King's peace and exempting its trade from the restraint of the Prohibitory Act. The Act had suffered to expire and as Clinton had not judged it proper or expedient, it was felt that Parliament needed to interpose in order to relieve the inhabitants from the distress which the restraints of the Act must soon bring upon them. The Bill is to be to be brought forward immediately.
