Germain to Clinton. Whitehall. Number 61. Previous dispatches laid before the King. Discussing Clinton's situation regarding Charles Town, New York, and extra reinforcements. The contents of letters from rebel countries, the lack of rebel recruits, and Phillips negotiations with the Congress of Commissioners with regard to the release of prisoners. Contains a second letter mentioning how Phillips talks about certain inducements are necessary for the the consent of the Congress.
