James Agnew, Refugee. Certificate signed by Chaplain William Duncan, Captain Agnew, John Heffernan and others, to the good repute of Agnew, a storekeeper at Portsmouth, Virginia. His persecution, loss of money and present neccesity being through a paralytic disorder. Recommending him for continuance of rations.
