Full Description:
Clinton to Haldimand. New York. A message that reads, Monsieur Ternay arrived at Rhode Island with seven sail of the line, three frigates and about 5,000 troops who are said to be sickly. There is little probabililty of their attemting Canada this year, their principal efforts being intended against this place. Note that a large part of the despatch is encoded.
