[Clinton] to Washington. New York. Has received a letter of '26th ultimo', and but for General Phillips's indisposition, which made the proposed meeting uncertain, he should have sent his reply sooner. Phillips hopes his health will permit him to be at Elizabeth Town on the '19th instant', where the company of prisoners shall attend. At the same time the proposition which he thinks it necessary to offer respecting a resident commissary will be transmitted.
