Full Description:
Washington to Clinton. Headquarters. Finds by the report of Commissary of Prisoners of the proceedings which lately took place between himself and Mr Loring, at Elizabeth Town on the '21st Ulto'., that he was willing on the part of Your Excellency to accede to propositions respecting the exchange of officers, provided the exchange should be extended to the privates, prisoners of war, then in New York. This is perfectly agreeable to Washington and has accordingly directed his commissary to take the most immediate measures to carry this into execution, as well as the exchange of those privates and officers.
