Full Description:
[Governor Walter Patterson] to McLean. Halifax. Number 2. Encloses a memorial from Captain Callbeck. Gives a detailed report on his current situation since arriving. Mentions the discontented and distressful situation of the soldiers on the island, for want of pay and proper quarters. Expected that they will be without subsistence for seven or eight months through the winter, but his greatest concern appears to be that the soldiers will be told that they are not entitled to pay, consequently not soldiers. Ends by requesting that McLean gives orders for withdrawing the troops as they shall be in a much happier state if left exposed to an accidental attack of an outward foe than if kept in continual terror by a domestic enemy.
