Clinton to Franklin, Josuah Martin, Timothy Ruggles, Daniel Coe, George Duncan Ludlow, Edward Lutwyche, George Rome and George Leonard. Discussing contents of the memorial of George Leonard which meets with the King's approval. As members of the Board of Directors for the conduct and management of North America, it gives numbered instructions with regard to such subjects as the framing of articles for embodying and employment, the exchange of prisoners, and the collection of a force. It also notifies them that they are not to undertake any enterprise without the previous consent of the Commander-in-Chief or such officer. Also signed by John Smith.
