Full Description:
Germain to Clinton. A letter from Whitehall acknowledging his letter dated 16 December, received via Major Erskine on 29 January regarding a plan to meet up with de Terville, who sailed from Brest with 10 ships of the line. Rear-Admiral Graves hopefully followed de Fornay to reinforce Sir George Rodney, who already had a superior force to both French forces. On the importance of the allegiance of Vermont, and the replacement of Major-General Leslie's detatchment with one under Brigadier-General Arnold. News received from France of de Fornay sailing from Rhode Island with six ships of the line and all his frigates, their probable destination being the West Indies, and the question of the barrier of Nova Scotia if the French and Washington consider entering Canada. The Weather has prevented the transports containing new recruits and the convoy from sailing until the wind changes. Ordnance store ships containing arms for Loyalists are still in the River [?Thames], were partially unloaded and sent overland to Portsmouth, to be loaded aboard transports ready to sail.
