Full Description:
Generaly Clinton to Earl Cornwallis. Letters from New York stating that the army and navy in Chesapeake was blocked by superior French naval forces. Message sent to Admiral at Gardner's Bay. 5 March. Dread of fatal consequences if Admiral delays too long, has troops embarked but cannot send them under convoy of two frigates. Ethan Allen defies Congress, 8 Mar (relates to Vermont). Letter received from General [Benedict] Arnold that the French have left, but have returned to Rhode Island. Troops under General Philips have been embarked for a while and await a message from the Admiral [i.e. Arbuthnot] To come under his orders.
