Germain to Clinton. A letter from Whitehall acknowledging receipt of dispatch on the Provincial Forces, and of their pay being misunderstood and over-generalised. Originally meant as a reward and compensation to those who had suffered loss of property for their loyalty to the Crown. Recommendation approved for permanent rank status in America, and Deputy-Inspector-General's report on the raising of King's American Regiment stands first on list. Reports of merit to be made on commissioned officers as to status.
