Clinton to Germain. New York. Number 124. Acknowledges previous letters. Discussion includes the events of North and South Carolina, the numbers of men involved, and Germain's visit. The possible reinforcements, operations in the Chesapeake, and the safety of 25,000 inhabitants. Encloses extracts from Phillips last dispatches and his answers with regard to sending reinforcements, puts forward plans for the campaign, and mentions how he does not see order being re-established on that continent without the cordial assistance of numerous friends.
