Full Description:
Cornwallis to Germain. Wilmington. Received notice that Phillips had been detached into the Chesapeake with a considerable force, with instructions to co-operate with Cornwallis's army. Also learnt that the upper parts of South Carolina were in imminent danger from an alarming spirit of revolt among many of the people and by a movement of General Green's army. Unable to offer assistance at Camden due to the want of forage and subsistence.
