Full Description:
[Clinton] to Colonel De Voit. New York. To proceed with the troops embarked under his command to Chesapeake Bay, Virginia and place himself under the orders of Major General Phillips, who will probably be at Portsmouth. Should he be at a distance, to endeavour to communicate with him, placing the transports in Elizabeth River and remaining on board for directions.
