Germain to Clinton. Whitehall. Secret. Discussing the events in the Chesapeake, with Arbuthnot having defeated the French admiral's project. All the French ships escaped but he sees it as delivering them from danger and Cornwallis will be able to effect a junction with General Phillips. Relates that his and Clinton's ideas on recovering the southern provinces are different so has asked the King for advice. Clinton has been left at full liberty to employ troops in any offensive undertaking to the north of Delaware that he sees fit. Continues with regard to the sailing of the German troops, regiments from Ireland, and British recruits.
