Full Description:
Germain to Clinton. Whitehall. Secret. Received information that the French Court have sent instructions to Monsieur De Lucerne to dissuade the Congress by all means from making any attack on Canada or Nova Scotia until they had driven the King's forces out of the thirteen provinces. They accept Halifax and Penobscott until their naval force becomes supperior. As a packet which sailed from Falmouth was been taken by a French frigate, has concerns for the mail aboard. Sending duplicate mail.
