Full Description:
Captain Robert Mathews to [Captain Sherwood]. Quebec. Private. Has laid letters before the Commander-in-Chief. Clinton agreeing with Sherwood that and unless the enemy declares their intentions and conduct, there will be a final stop to all treaty. Asks Sherwood to communicate with Mr Allen but not to leave any paper in his possession. Says that they have had sufficient time to deliberate and that they should have come in prepared to accept or reject the proposals. Wants it known that no treaty exists between themselves and Vermont State.
