Germain to Clinton. Whitehall. Private. Received previous letter. Discusses he is persuaded that Clinton has exerted his best endeavours to bring the rebellion in America to a happy conclusion, and how actions promise towards bringing the Southern Colonies to obedience, more than any offensive operation which has been undertaken in the course of the war. The serious matter of late arrival of the supply of provisions.
