Full Description:
Robertson, Lincoln and Birch to Smith. New York. They have received a letter signifying his desire to know their opinion as to the propriety of the allowance he proposes to give the officers of the Convention Troops in aid, and by way of recompence in part of the heavy expenses they have been exposed to during their captivity in consequence of Germain's letter to His Excellency. Be pleased to inform the Commander-in-Chief that they know that the officers in question have been put to great expense and have suffered great loss in point of exchange and otherwise. The proposed allowance is perfectly proper.
