Germain to Haldimand. Whitehall. Number 33. Discussion including provisions being ready at Cork, the province remaining undisturbed by the rebels, and intelligence that the enemy are leaving Canada out of their plans. The New England Provinces relinquishing their claims to Vermont, Congress willing to acknowledge Vermont as a seperate state, but there are still issues with Vermont and New York.
