Full Description:
Campbell to Innes. New York. Acknowledges letter of this date, and memorial. Is of the opinion that Captain Chrystie, with the officers and men of the West Florida Forresters, have an undoubted right to full pay as long as they remain prisoners to the 'Arms of Spain' [in Cuba]. As to Colonel Chalmers' memorial, refers to the enclosed extract of the '1st Article of the Capitualation' for the propriety of adopting the measures therein suggested.
