Clinton to Germain. New York. Number 137. Received previous dispatches. Has received confirmation of the raising of the siege of 'Ninety Six', detail of the proceedings of Lord Rawdon, and other transactions in South Carolina from Colonel Balfour. Encloses copies of letters. Also mentions, stopping the sailing of the expedition to the south, Lord Cornwallis' evacuation of Portsmouth as a result of his inability to support and arm the Loyalists of North Carolina, Tarleton's misfortunes therein, and intelligence of numbers and positions of the enemy.
