Full Description:
Captain Alexander Mercer to Adam Stewart. New York. That the extent of the works in the Engineers Department has made the expense very considerable. He has observed the strictest economy, the price of all materials has advanced many hundreds per cent, and wages of artificers and lobourers have advanced in proportion. The general payment of working parties was not only expensive but unattended with any good consequence, he therefore took the livbrty of discontinuing that channel of expense. The few sloops and waggons attached to the department have been usefully employed.
