Balfour to Major-General Greene. Charlestown. Has received letter of the '2nd instan' and will reply to its remonstrances. Is at a loss to know how Major Hyrne has represented the detention of the persons mentioned, does not see it as just but must still hold them as prisoner on parole. Goes on further to talk about the injustices of prisoners and the way they are treated. Demands that Lieutenant-Colonel Grimkie, who deserted from his parole, shall be returned here a prisoner.
