Jonas Fay, Ira Allen and Bezaleel Woodward to the Committee of Congress. Proposals with regard to the State of Vermont. Mentioning that particular pieces of land do not belong to New Hampshire or New York. Wants Vermont to be recognised as independent, with delegates elected by the representatives of the freemen of the state, the claims of New York and New Hampshire to be determined as soon as possible, and that Vermont has the same rights as any other state on application to Congress. 2nd document, questions proposed and answers, by the Committee of Congress to the agents on the part of Vermont.
