Full Description:
Major Bruen and Major Archibald Robertson to Captain Mercer. New York. Asking whether the Engineers Department has not always been amply supplied with waggons and horses when required from the Quartermaster General's Department and whether or not they have not been constantly employed. Begs that he communicate his thoughts respecting the extensive and laborious services performed by them, and whether it is his opinion that if he had depended upon the inhabitants of the country for the supply of these articles, that the business of his department could have been carried on.
