Full Description:
Clinton to Leslie. If on his arrival at Charlestown he finds that the Lieutenant Governor or other officers of the government have arrived there, he is to consult with them on the state of the province. Whenever it shall be their joint opinions that the tranquillity of the whole province or any district so far recovered as to admit of their being restored to the King's peace, he is to report the same to His Majesty's commissioners that they may take the matter into their serious consideration and judge of the propriety of immediately exercising the powers with which they are vested.
