Full Description:
Balfour to Greene. Charlestown. Received previous letter. Respecting the confinement of prisoners, refers to his letter of 17 May. Letter of 18th ultimo [the previous month] will account for the detention of person here contrary to the late cartel. The execution of Colonel Hayne took place by Cornwallis's express directions. Remarks on his threat of retaliation and reminds him that at the very period when Lieutenant Fulkes was publicly executed, the numbers of American officers were absolutely in Balfour's power and this was likewise when Colonel Grierson and Major Dunlop fell. Captain Barry will deliver this letter and await a reply. He will also be ready to attend anyone to discuss this matter, and the further carrying out of the cartel at present existing.
