Full Description:
Bruen and Archibald Robertson to Lieutenant-General Robertson. New York. Having considered a comparative view to purchase or to hire vessels, horses and waggons employed at present in the different departments, they are able to lay before him statutes 1 and 2, which show that the present mode of hiring rather than in becoming a contractor, is the best method. Refers to the other enclosures showing the necessity of keeping up the numbers of horses and waggons in the Quartermaster General's Department.
