Germain to Clinton. Whitehall. Number 94. Received several dispatches.The mortifying intelligence contained in Number 145 effectually 'damped' every hope he had entertained of Cornwallis's preservation and of a successfuly and brilliant conclusion of the campaing'. Laments that the enemy have been able to collect so large a land and naval force. Has satisfaction to acquaint him that due to his recommendation Captain Beckwith is promoted to Major by Brevet, and hopes some attention will be shown by the Lords of the Treasury to Mrs Winslow's case.
