Clinton to Germain. New York. Seperate. Detailed discussion which includes, havingn naval superiority before undertaking an operation in the Chesapeake, and his conversation with Cornwallis. His need for reinforcements at Hampton Roads, the James River, and the posts at York and Gloucester, and Admiral Graves's suggestion for a naval station at Hampton Roads. On the confusion of missed letters, the arrival of Washington's troops, and addressing His Lordships complaints. Enclosed are copies of correspondence between himself and Cornwallis.
