Full Description:
Major De Meibon to Germain. New York. He is representing himself and other Brunswick officers who after having been in rebel captivity, find themselves in debt without equipage or bat and forage money. Begs Germain for help, for the same of which he states was given to the officers of the Saratoga Convention.
