Full Description:
Joshua Loring to Abraham Skinner. Elizabeth Town. Exchange of prisoners over four documents. First letter, Loring says he is directed to required an explicit answer to the proposal made on 3 September last for the exchange of Burgoyne. Second letter, Skinner replies that he must beg leave to refer Loring to his several letters on this subject. At present he is not authorised to enter into the exchange of Burgoyne, nor with that of the Cedar prisoners with which it is blended. Third letter, Skinner is ready to enter into an exchange with troops lately taken at York, Virginia but not for Cornwallis. Fourth letter, Loring proposes a general exchange of all prisoners.
