Full Description:
Clinton to Robinson. New York. The situation of affairs in Carolina renders it impossible to obtain a supply of rice from there as a substitute for oats. Forage is issued only for effective horses and such as are judged absolutely necessary. The number of effective horses can be reduced. The demand for a greater supply of provisions than was stated in Mr Wier's returns was caused by the direction to supply the Associated Loyalists, as well as on account of the number of refugees. The greatest care shall be paid to the expenditure of the ample supplies sent by the Treasury.
