Full Description:
[Clinton] to Leslie. New York. Number 3. Is sorry he is unable to grant Lieutenant-Colonel Balfour his request to be allowed to go to Europe, as his services, either as Commandant of Charlestown or Lieutenant-Colonel of the 23rd Regiment are essentially necessary. Should he desire to resign the first officer, Leslie is to appoint a successor.
