Full Description: John Rice. After the unfortunate death of Major André, Rice is unable to communicate what he had set forth in writing. Begs leave to renew his application and asks to succeed Mr Winslow, Deputy Commissary of Prisoners, he is qualified because he was Deputy Commissary of Naval prisoners with Mr Barton.
