Full Description:
Drummond to Crosbie. New York. As it is pointed out in his commission, he is with the assistance and under the orders of the Commander-in-Chief to use ever means in his power to curtail all improper change, to prevent unneccessary expences, and to see that the respective services are carried on with due and proper economy. For the above reasons he requests that Crosbie informs him for his justification, before he is able to grant his certificate to accounts of such magnitude, and that contracts are made with proper persons, and items made with proper materials and to exact dimensions.
