Full Description:
Washington to Clinton. Philadelphia. One of the objects of the Commissioners is to facilitate the exchange of prisoners, however their primary function is to liquidate the expenses of maintaining prisoners and to make solid arrangements for providing for them in the future. The American Company General of Prisoners has directions to send in twenty loads of wood for the use of their prisoners. The granting of passports is also asked for.
