Full Description:
Clinton to Loring. New York. Direction to ratify the proposal of Burgoyne's exchange. To enquire into the reasons why the enemy refuse to exchange Lord Cornwallis, or whether they adhere to exchange him for Mr Laurens &c. That the prisoners sent from Charlestown to James Town have not yet been accounted for, and that in adjusting for any exchange of prisoners, attention must be paid to the Southern officers as well as those in the Chesapeake. Surgeon Grant cannot be exchanged yet as the state of the sick prisoners with the enemy may require his care of them.
