Full Description:
Clinton to Germain. New York. Number 153. Discussion which includes, the arrival of the English fleet at Charlestown, along with victuallers and oat ships from Cork. Has received letters from Wright, Clarke and Leslie with regard to their situations, and copies of his answers to them are enclosed. The state of the southern army can be judged by the enclosed returns, and orders have been sent out to make assurances to subjects that attention is being paid to their interests and security. A proposed proclamation to threaten the rebels with retaliation, and the meeting with the General Officers.
