Full Description:
Clinton to Robinson. New York. With regard to the proceedings of the Board of General Officers; making some further observations on that subject. The board have declared it impossible to draw any just conclusions from Major Drummond's comparative view of the expense of the army for two years and five month under Sir William Howe. He [i.e. Clinton] is of the opinion that Drummond's remarks on their present situation in America is rather foreign to the object of his commission. Also mentions the army train which is still hired at the same rates as when he took command.
