Headquarters. Board of General Officers. Minutes of the meeting held on 6 January. The Commander-in-Chief proposes an expedition up the Delaware aimed at attacking and destroying enemy shipping, stores, and siezing the enemy bank ['of North America' at Philadelphia]. Causing such a distraction as to bring off such part of the prisoners of Lord Cornwallis's army as might be fortune enough to escape.
