Clinton to Leslie. New York. Number 9. Cruden's commission is of a different nature to that of Irving's, the whole affair is submitted to the Secretary of State. Cannot increase Governor [William] Bull's salary nor grant an allowance to Irving without orders from the Treasury. Has avoided in New York any such extension of the powers of the Board of Police as it seems to have taken place at Charlestown. Sends a report of the proceedings of the Police at New York as the restrictions and regulations under which they have acted have answered every purpose.
