Full Description:
Memorandum for General Dalrymple and Mr Elliot. Instructions in case it should be found expedient to stipulate a certain rate of exchange to be paid in money for prisoners, as they do not have enough of the enemies troops to redeem those of their own. Each unwounded man able to bear arms to be rated at £5 sterling, while officers are proportioned according to the tariff already proposed and acceded by General Washington. Also gives further instructions with regard to hospitals, provisions and accounts.
